The last few years he lived in Minsk, from the end of 2012 to the beginning of 2016 he was engaged in activities related to false charity. He created several sites on the Internet, where he posted information on charitable projects. On behalf of the organization, “Do Good” sent letters to various e-mail addresses of organizations asking for sponsorship for orphans.

Signed with fictitious female names. If the letter found a response, the young man sent an electronic version of the contract and informed in a new letter that he had sent the original document with signatures by mail. Compassionate people, as well as organizations, transferred financial assistance to the specified current account, but they did not receive the contract and report on the expenditure of funds. The recipient withdrew the money and disposed of it at its discretion.

The victims tried to contact representatives of the volunteer organization, but did not receive answers to either emails or calls. The young man was charged with 384 facts of criminal activity against 175 victims.

The amount of damage is over 25 thousand rubles. Investigators interrogated some of the victims, witnesses, examined computer equipment and mobile communications, and ordered the necessary examinations. The police establish additional facts of the illegal activity of the accused in electronic payments on the Internet.

The exhibition of postcards “Artist of Happiness” opened today in the Vitebsk Regional Museum of Local Lore on the 175th anniversary of the birth of the French impressionist artist. The exhibits were provided by philokartist collectors Elena Irmos from Vitebsk and Alena Yasko from Minsk. Citizens and guests of Vitebsk can get acquainted with the work of the artist, whose paintings are filled with warmth and light, an inexhaustible love of life.

She struck me: she had never seen such a colorful, vibrant, warm work! – says Elena Irmos. – I was carried away by impressionism, and the impression led to a serious passion. She began looking for postcards with reproductions of Renoir and Claude Monet. This was helped by postcrossing – an international project for the exchange of postcards.

Soon I met journalist Alena Yasko, my hobby colleague. She helped me become a philocartist and even more inspired to further replenish the collection, which already has 350 postcards with reproductions of Renoir and Monet. ” The idea to organize an exhibition of postcards for girls was a long time ago, and the famous Vitebsk local historian and philocartist Arkady Podlipsky helped to realize it. Almost every family has kids, so there is no time to be bored in Bilevo, according to the new settlers. The Vitebsk city executive committee emphasized: Bilevo is not the only new microdistrict. The head of the construction department Igor Kadushko lists: – The medical center microdistrict turned out to be very promising – it was built up very quickly, it remains to build several more houses.

Deputy Director of the UKS of Vitebsk Tatyana Khokhlova noted that the next step is the start of construction opposite the Bilevo new quarter under the romantic name Cheryomushki. In total, over a five-year period, almost 2 million square meters of total housing area have been built. In addition to Vitebsk, socially significant large microdistricts appeared in Orsha, Polotsk, Novopolotsk. As a result, almost 20 thousand families improved their living conditions.

Viciebsk: The 1st Belarusian City to Become a Part of UNESCO Global Network of Learning Cities

On October 2018, Viciebsk joined the UNESCO Global Network of Learning Cities, supported by DVV international. The event was celebrated as an official event at the Ministry of Foreign Affairs in Minsk. As it becomes the first city of Belarus to join the Global Learning Cities Network along with the other 223 cities in 51 countries, it offers the residents with UNESCO Lifelong Learning (UIL). It aims to promote policy dialogue and peer learning among member cities and provide capacity development while fostering the partnerships between the cities.

The UNESCO Global Network of Learning Cities by UNESCO is an international policy-oriented learning network which provides the inspiration, workshops, and best practice in learning. The cities involved in the program can work together to come up with new ideas and solutions for the issues which arise among the cities. This global network supports all the Sustainable Development Goals(SDGs), which include the goals such as ‘Ensure inclusive ad equitable quality education and promote lifelong learning opportunities for all’ and ‘Make cities and human settlements inclusive, safe, resilient and sustainable.’ The UNESCO GNLC aims to support the practice of lifelong learning opportunities and also improve the quality of living for the member cities.

The Deputy Minister of Belarus, Oleg Kravchenko, spoke on occasion mentioning that it is an important decision in Belarus and is an acknowledgement of the efforts Viciebsk has made for ensuring continuous education for the people. The event was conducted and attended by a number of ambassadors, members of the Belarusian government, and the representatives from DVV international and UIL. The certificate of Global Network Membership was handed over by Profession Un Shil Choi, member of the Governing Board of the UIL, to the mayor of Viciebsk, Viktor Nikolaykin.

 
The DVV International worked with the city of Viciebsk throughout the process with expert workshops, consultation, and a 3-year drafting plan up until 2020, which will define the key areas of the city of Viciebsk. Due to the time and effort put by DVV international in this program, the National Commission of the Republic of Belarus for UNESCO-Affairs, as well as the city administration of Viciebsk, presented special diplomas to Galina Veramejchyk, the director of the Belarusian country office of DVV International.

Many government officials took part in the event and welcomed this change with great enthusiasm. The event was held at the Ministry of Foreign Affairs in Minsk which was then followed by a two-day international forum “Learning City for Creative Economy and Sustainable Development” on 19th and 20th of October, 2018. It was organized in the city of Viciebsk by DVV International and partners. In future, the learning cities can make recognizable progress with the right encouragement from the network.
